In the Assembly, the deputies were discussing, Thursday, April 6, a bill aimed at better compensating the owners of houses cracked because of the drought. More than 10 million homes are potentially affected.
In Ain, a couple saw the first cracks appear in 2003 in their house. A very dry scorching summer and a mechanical phenomenon: clay soils which first collapse. Then, when it rains, they become waterlogged and swell. The earth then ends up moving and the constructions cracking. At the time, the Cordier couple’s insurance paid for consolidation work. “We had confidence”, remembers says Nicole Cordier. But since then, new cracks appear regularly. “We want a lasting repair“, she continues.
Proposals under consideration
To optimize compensation for victims, proposals are currently being studied by the National Assembly. Besides the systematic soil survey, the drought could be automatically recognized in the event of a state of natural disaster. Associations for the defense of disaster victims are also calling for a framework for file processing times and more independence for experts. According to the reinsurance fund, repeated droughts could cost 850 million euros per year.
