The owner of Piscines Élégance owes more than $14,000 in unpaid fines

The owner of Piscines Élégance, who allegedly threatened customers after having charged them tens of thousands of dollars in extra, has just seen his residence taken as guarantee by the State, which is claiming more than $14,000 in unpaid tickets.

On June 20, the Attorney General of Quebec filed a notice of legal hypothec for $14,122.98 on the house of Dominic Flamand, who has not paid six fines he has received in the past.

The resident of Sainte-Catherine-de-la-Jacques-Cartier was sanctioned after having committed various statutory offenses between 2012 and 2021, found our Investigation Office.

In October 2012, the owner of Piscines Élégance violated the Building Act in Lévis. In April 2016, he was fined over $10,800 for this breach.

Two breaches of the Wildlife Conservation and Development Act earned him fines of $250 in November 2016. The charges took place in October 2013, in Saint-Odilon-de-Cranbourne and in Quebec.

The owner of Piscines Élégance also received three traffic tickets in 2017, 2019 and 2023 for an amount varying between $155 and $300. The offenses were committed in Quebec and Baie-Comeau, in 2015, 2019 and 2021.

In all these cases, Dominic Flamand had three months to pay his fines. However, to date, the Quebec contractor has not paid a single penny.

Dominic Flamand declined our interview request. His lawyer, Mr.e Marc Henri, let it be known that he had been “mandated to come to an agreement with the collector of fines in order to settle [les] unpaid fines”.

A nightmare

Remember that Elegance Pools made headlines at the start of the year for having caused a nightmare for several customers who had retained its services for the installation of their in-ground pool. The owner of the company would have charged tens of thousands of dollars extra during this work, in addition to threatening customers who refused to pay this invoice.

Nearly twenty civil lawsuits now involve Piscines Élégance, and at least two complaints to the police have been filed, according to our information.

Piscines Elegance has always denied having made threats and assures that the extra charges were legitimate.

The website, the Facebook page and the company’s premises are closed today. At the end of last March, Dominic Flamand incorporated a new company specializing in the installation of private pools called Fiber de verre Pro.
