The number of businesses created in France fell last year

In 2023, business creation saw a decline limited to 1%, according to INSEE, but which is indicative of the state of mind of a large part of entrepreneurs today.

In total, one million businesses were created in France last year, or 10,000 fewer than in 2022. As the INSEE publication shows, the 2023 vintage was nevertheless good, but the month of December weighed down the annual figures. Confidence fell at the end of the year due to the general climate. The war in the Middle East which was added to the war in Ukraine, the persistence of high energy prices which weigh on production and general inflation have destroyed the confidence necessary to invest and create.

The decline in business creation mainly affects the real estate and construction sectors. We observe stability in commerce and accommodation and an increase in creations in information and communication. But one of the most illuminating points of the INSEE survey concerns the type of companies concerned. Creations are in decline among traditional companies (SMEs, ETIs), while creations under the self-employed regime are increasing (+3% in 2023), with 667,000 units. Two thirds of the businesses that emerged last year in France were in fact micro-entrepreneurs.

Poverty and precariousness

This reflects a form of impoverishment of our productive fabric. Today, being a micro-entrepreneur generally implies job insecurity. Many, for example, Deliveroo delivery men or Uber drivers run behind social status.

As for those who aim to create real businesses, whatever their size, they are calling for a reduction in forms and administrative procedures. They are asking for a simplification of pay slips and contribution declarations, as well as the adaptation of standards to the size of their company. Young creators want to do everything to respect the energy transition but not everyone can meet the same criteria as a multinational.

This is the message that emerges from a survey recently carried out by the Ministry of the Economy and Finance: “Make our lives easier to work and create jobs”. The message is on the desk of the government’s number two, the Minister of the Economy, Bruno Le Maire.
