the new challenges of the France relaunch plan in Isère

After a new meeting of the Departmental Recovery Committee – a body which brings together all the local players in the recovery plan – Laurent Prevost, prefect of Isère, took stock of the situation on Friday. Engaged for a little over a year, the France recovery plan has, according to him, injected nearly 1 billion euros into the Isère economy through the various mechanisms of the three main axes of the plan: competitiveness, ecological transition and cohesion social. But while the support plan for the economy and then the recovery plan make it possible to have by the end of 2021 a rather good economic situation in Isère, with in particular an unemployment rate of 6.6%, at the lowest for 10 years , there are still brakes that prevent us from doing even better.

The eternal subject of the match between demand and supply of jobs

One of them in Isère would be the adequacy – or rather the inadequacy – between the 13,000 overdue vacancies at Pôle emploi on the one hand and the 55,000 category A unemployed (without any activity) on the other. The subject is far from being new, but today it would be a bigger problem than the economic situation in the perspective of a return to employment and increased economic development. So France relaunch will deliver the work on the profession promises Laurent Prévost, with “the national action plan launched by the Prime Minister, which aims to reduce tensions around the job offer by companies, associations, hospitals, medico-social“.”We need, explains the prefect of Isère, to continue to work on the question of the employability of a certain number of people, sometimes very remote from employment. We need to work on skills and we obviously need to work with the economic sectors on their needs for the years to come. That they know how to collectively identify the trades that will develop and the training courses that we need to put in place and which require a little time for their proper implementation“.
For their part, employers in the sectors most in tension (banking and insurance, industry, hotels and restaurants, and increasingly health, commerce, construction, etc.) are invited to review their branch agreements “which sometimes still provide for minimum wages below the minimum wage“. Pôle emploi him, multiplies the discoveries of trades – which for some have changed a lot – the strategies aiming to promote the aptitudes before the competences, and accentuates its” lace “work, more and more on a case by case basis, in matters vocational training for job seekers.

Land that is scarce … and to be shared

Another major problem identified by the Departmental Recovery Committee in Isère: land issues. More and more municipalities say they have installation requests but cannot meet them. It is true that in this matter the time is no longer for anything, no matter where but for “basic sobriety“. Hence a brownfield conversion component committed by the France Relance plan, which has already made it possible to co-finance projects in Isère to the tune of 3 million euros on 6 wastelands in Voiron, Grenoble, Echirolles, Pont-de-Chéruy, Vizille and Saint-Marcellin.
For Laurent Prevost, a more global reflection must also begin on this question of land: “We need an approach that is shared, that is a little zoomed out, if I may say so, in relation to the communal, even inter-municipal, mesh. We probably need to think about the Isère dimension, even with neighboring departments. _We have on the Saint-Exupéry plain, for example, a work which is undertaken jointly with the prefect of the Rhône and an inspection mission which is underway on the development of this area._. So that is foresight work that must be pursued. This is work that we are going to carry out with the communities in order first of all to really identify the resources that are still available, the sectors in which there are difficulties and the hazards that must be taken into account. Because there are businesses but there is also a need to produce housing, there is agricultural land and there are natural spaces to protect“.
Knowing how to give up setting up a business, perhaps for the benefit of the neighbor or another sector of the department. That’s the general idea … which might just cringe some teeth.
