The Minister Delegate in charge of Housing, Guillaume Kasbarian, wants “make sure to strengthen” the provisions which make it possible to sanction families of delinquent children who occupy social housing, and “to go as far as possible on this subject”, he says on Sunday May 5 on France Inter and Franceinfo TV.

His bill on housing, presented last Friday, will first be examined in the Senate, around mid-June, before going to the Assembly at the start of the next school year. “There are already provisions that exist, should we strengthen them in the bill? I am open to it”, he assures. Currently, the law allows social landlords to evict certain tenants, but the process is very regulated, with “difficulty and a certain delay”, according to the minister.

Vagueness on the integration of the measure into the law

“As [avec ce projet de loi] we open the debate to look at who is in the social park, in terms of income, assets, the question can be asked to say: ‘Let’s also evaluate incivility, offenses and crimes'”, justifies the minister, to whom it seems “legitimate” to verify that the tenants “are very respectful of the rules of the Republic”. Guillaume Kasbarian deplores the fact that “people who live in social housing are bothered by some who do not respect the laws”.

The minister remains unclear on how the measure can be integrated into the law. “We have to write together. If I had the martingale, I would have already put it in the initial bill,” he said. Guillaume Kasbarian indicates that the government “working there with the administration” and that the senators “also work there”, “to have something that holds water from a legal point of view”. “It can be either the government which submits an amendment on the subject, or senators or deputies who write it”says the minister.
