Government spokesman Olivier Véran reiterated on Tuesday May 23 on France Inter that the bill aimed at repealing the pension reform “is not constitutional”. The text carried by the independent parliamentary group Liot, which must be examined on June 8 by the National Assembly, “is not constitutional” Insofar as “parliamentarians cannot widen the state deficit by 15 billion euros per year without proposing coherent financing solutions in the face”explained Olivier Véran.

“From A to Z, we scrupulously respect constitutional law”, assured Olivier Véran. Prime Minister Elisabeth Borne also judged a few days ago “unconstitutional” the Liot bill. “There is not a person, including within the Liot group, who considers that if this text were to be adopted, it would have a chance of passing the ‘cut’ of the Constitutional Council”he insisted.

The groups of the majority wish to have recourse to article 40 of the Constitution which provides that the proposals and amendments of parliamentarians are not admissible if they lead to a reduction in revenue or an increase in public charges. On the left, the president of the LFI group Mathilde Panot declared that preventing the examination of the text in the hemicycle would be “also deflagrating” that 49.3, while PCF boss Fabien Roussel stressed on France Inter that it would be “ashamed”.

“We have been criticized for using constitutional tools even though they were constitutional and the very people who did so now want to misuse a constitutional tool to do politics”commented Olivier Véran.
