A leaflet to prevent new riots? The Keeper of the Seals, Eric Dupond-Moretti, announced, Wednesday, July 5, in the Senate, to have “wrote a flyer” to destination “parents” to explain “in simple terms”to those who “would have forgotten”what are their obligations.

This document, consulted by AFP, contains three “responsibilities” parents, which the Minister had already detailed in a circular sent to the courts on Friday to call for a “firm answer” against the perpetrators of urban violence after the death of young Nahel. First, the prospectus mentions the civil liability of parents: “When your child steals, damages or destroys something (…), it is you parents who will be condemned to pay the repairs.”

Obligation to appear for a summons

Secondly, their criminal liability is addressed “in case of breach of parental obligations”if for example “you do not intervene to oppose leaving the home which could be dangerous for the health or safety of your child” or if the parent does not watch “to respect” of a night out ban pronounced by the courts. Finally, the flyer reminds that parents have the obligation to appear for a summons before the justice of their child, otherwise at the risk of being brought by the police, or being fined.

The prospectus will be distributed in all jurisdictions to be given to parents whose children are brought to justice, as well as in police stations and gendarmeries, said the Chancellery. Emmanuel Macron explained on Tuesday that he wanted “better support, better accountability and sometimes better sanctions” parents of child abusers.
