The government wants to release 7 billion euros in 2024, in particular to finance the ecological transition

The 5% savings measures requested from the ministries for 2024 will make it possible in particular to finance the ecological transition, declared Bruno Le Maire, guest of France Culture on Tuesday May 9. In a framework letter sent to the ministries in April, Elisabeth Borne had asked the ministries to identify financial leeway on their budget (excluding payroll) for 2024.

“All the ministries will have to submit to this rule of the Prime Minister: 5% savings which will make it possible to release, to be quite precise, 7 billion euros which will make it possible to finance investments in the ecological transition, at the less in part”, said the Minister of Economy and Finance. A review of public expenditure is also planned, which is intended to be reproduced each year within all ministries, he recalled.

“Each ministry will have to be concerned”

This is one of the pillars of France’s debt reduction acceleration strategy by 2027, with more dynamic growth and the end of massive government spending. “whatever it takes” deployed during the Covid-19 pandemic. “There too, each ministry will have to be concerned”, underlined the Minister of the Economy. For example, he mentioned the possibility of introducing a remaining charge of around 30% for the personal training account (CPF). “except when the employer pays or you are in a difficult situation, for example if you are unemployed”.

A plan to fight against tax evasion, presented on Tuesday, should also allow the State to garner additional resources by targeting “ultra-rich” and multinationals. “It is absolutely necessary for social cohesion, for the efficiency of tax collection and for the feeling of justice to which our compatriots are legitimately attached”declared Bruno Le Maire, while reiterating his opposition to an increase in taxes.
