The government triggers article 49.3 to adopt the public finance programming law

The government triggered a new 49.3 on Monday November 13 in the National Assembly during the final reading of the 2023-2027 public finance programming law, in the absence of Elisabeth Borne, on an official trip to Ireland. The Minister of Relations with Parliament, Franck Riester, was responsible for reading a message from the Prime Minister committing the government to responsibility. This is the 17th time that the head of government has used this article of the Constitution.

The president of the La France insoumise (LFI) group in the National Assembly immediately announced the tabling of a motion of censure. OnMathilde Panot believes that this text aims to “impose austerity”. Elizabeth “Borne doesn’t even move. (…) Democracy is more humiliated than ever”for her part castigated Clémence Guetté, the LFI MP for Val-de-Marne.

The text intends to reduce the public deficit to 2.7% of GDP in 2027, below the European objective of 3%. The Senate with a right and center majority for its part demanded a return below 3% two years earlier, in 2025, and a public deficit reduced to 1.7% in 2027, but was unsuccessful.
