The government triggers article 49.3 to adopt the public finance programming law

The government triggered a new 49.3 in the National Assembly, Monday November 13, during the final reading of the public finance programming law 2023-2027. A decision taken in the absence of Elisabeth Borne, on an official trip to Ireland. The Minister of Relations with Parliament, Franck Riester, was responsible for reading a message from the Prime Minister committing the government to responsibility. This is the 17th time that the head of government has used this article of the Constitution.

The president of the La France insoumise (LFI) group in the National Assembly immediately announced the tabling of a motion of censure. On (formerly Twitter), Mathilde Panot believes that this text aims to “impose austerity”. Elizabeth “Borne doesn’t even move. (…) Democracy is more humiliated than ever”for her part castigated Clémence Guetté, LFI deputy for Val-de-Marne.

The text intends to reduce the public deficit to 2.7% of GDP in 2027, below the European objective of 3%. The Senate, with a right and center majority, called for a return below 3% two years earlier, in 2025, and a public deficit reduced to 1.7% in 2027, but was unsuccessful.
