This is the 21st time that Elisabeth Borne has held her government responsible for having a text adopted without a vote in the National Assembly.

The Prime Minister, Elisabeth Borne, held her government accountable on Thursday, December 14, by using article 49.3 to have the first part of her finance bill for 2024 adopted without a vote. Adopted at first reading at the National Assembly in November, then reworked in the Senate on Tuesday, the budget arrived at the National Assembly for a second reading, with a view to final adoption before the holidays.
“Constitutional deadlines are pressing on us and (…) no opposition group is ready to vote for this budget. We must take our responsibilities”justified the Prime Minister, resorting to a 21st 49.3 since her arrival at Matignon.
The president of the La France insoumise group, Mathilde Panot, immediately announced the filing of a motion of censure against a “denial of democracy”. If the motion is rejected, as in previous episodes, the “revenue” part will be considered adopted. It will then remain to move on to the “expenses” part, before the search for a compromise budget text between deputies and senators in a joint committee, and finally a definitive adoption of the bill.
