By choosing to pass in force on this text, the government “avoided several billions of wasteful spending of little use”, affirmed the President of the Republic. As a reminder, the executive used article 49.3 of the Constitution to have the 2023 budget adopted at first reading in the National Assembly.

This choice had nevertheless provoked the filing of two motions of censure on the part of the Nupes and the National Rally. In the absence of an absolute majority in the National Assembly, the government could still need this constitutional tool on the thorniest issues, such as pensions. But he can only use it once on an off-budget text, as provided for in the 2008 constitutional reform.
