State support for housing renovation is increasing. On Wednesday July 12, the government announced a 66% increase in the annual budget of MaPrimeRénov’, a flagship housing renovation aid scheme, which will be increased from 2.4 to 4 billion euros for 2024. “unprecedented”, according to Prime Minister Elisabeth Borne, during the presentation of the government’s ecological planning strategy.
These additional credits are part of the additional 7 billion euros mobilized in 2024 to double the rate of reduction of greenhouse gas emissions in France and meet the objectives for 2030, announced last Saturday. In the 2023 budget, the state’s climate investments represented around 25 billion euros, according to Matignon.
France must, by 2030, reduce its emissions by 50% compared to 1990 levels, in accordance with the new objectives of the European Union. It was approaching -25% reduction in 2022.
Many malfunctions
Since its launch in 2020, MaPrimeRénov ‘has helped more than 1.5 million French people to embark on an energy renovation project for more than 5.6 billion euros committed, had declared in mid- June before a senatorial commission the Minister of Housing Olivier Klein, evoking a “historical dynamics initiated under the previous five-year term”.
Last October, the Defender of Rights had nevertheless highlighted numerous dysfunctions in access to MaPrimeRénov ‘, a system piloted by the National Housing Agency (Anah). With nearly 500 complaints in two years on this subject, it targeted in particular the online portal where users had to create an account to take their steps. The malfunctions of this portal could have consequences in the payment of aid, which targets low-income households, and plunge some into precariousness.
