The Federation of real estate developers and the town hall of Bordeaux agree on the “frugal building” label

After more than one discussion “sometimes lively“, the town hall of Bordeaux and the Federation of real estate developers of Nouvelle-Aquitaine have reached an agreement on the question of the” frugal building “. They signed this Tuesday, November 2 at the Palais Rohan on”manifesto for an urban planning of frugal projects“. This is the next step in a project wanted by Pierre Hurmic from his electoral campaign in 2020 to make the greener constructions and stop the “concreteization” from the city.

Guarantees on the issuance of building permits

To do this, environmental standards are required. The Label has 41 of them, at least 21, non-negotiable, are needed to be issued a building permit. Conditions which should make it possible to “decarbonize production and increase the quality of housing“, according to Bernard Louis Blanc, deputy mayor of Bordeaux, in charge of resilient town planning. Among these criteria: an exterior surface or natural ventilation.”A project will return to committee as long as it is not found that it meets the essential criteria “, warns Bernard Louis Blanc.

To obtain an agreement with the real estate developers, the town hall negotiated a “accompaniement“and the evolutionary side of the label”who will change every year“, indicates Pierre Hurmic. His team is especially committed to meet the deadlines for issuing building permits. a very important point for Pierre Vital, the president of the Federation of real estate developers of Nouvelle-Aquitaine: “It is clearly announced in the manifesto that there will be a wish to meet the deadlines. We are going to measure that because it does not have to be intention, and in fact, we are extending the processing times. This is an element on which we will be very vigilant and on which we will not hesitate to go back to the town hall when it does not work.

13 projects already selected

Because this label opposes some constraints on promoters, especially at the financial level. “It concerns engineering to develop projects, find more people to help design the projects of design offices, landscape architects, people that we always used, but here, we are going to ask them for more missions, to work also with slightly higher construction costs as long as the sector is not organized the wood sector, for example, we will arrive at production costs which are higher“, explains Pierre Vital.

13 projects have already been selected, the first will be launched on November 10 and will be located rue du professor Timothée-Piéchaud, in the Saint-Augustin district in Bordeaux. For the moment, the frugal building label only concerns Bordeaux but could subsequently extend to other cities in the Metropolis, specifies Pierre Hurmic. For the time being, the label is not compulsory to obtain a building permit, but it should become so if it is properly registered in the next version of the Local Urban Plan, by 2023.
