Since the beginning of the violence, it is the same observation everywhere in France. Among the rioters is a high proportion of minors, teenagers, some as young as 12 or 13 years old. They are alone in the streets without surveillance. The executive asks parents to take responsibility. “When the parents, who have rights but who also have duties, do not exercise their parental authority, they can incur a penalty, the maximum of which is set at two years’ imprisonment and a fine of 30,000 euros”recalls Éric Dupond-Moretti, Minister of Justice.
A third of arrests concern minors
The statement caused a reaction on the morning of July 1 in Clichy (Hauts-de-Seine). “It’s complicated because we don’t do what we want with children sometimes”confides a mother. For a sociologist, empowering parents is difficult because delinquents are often in family breakdown. According to the Ministry of the Interior, a third of the arrests in recent days concern minors.
