The Confederation of Small and Medium-Sized Enterprises (CPME) will present a series of actions to Prime Minister Elisabeth Borne on Monday, May 22, during an interview in Matignon, to relaunch housing construction, whose activity has slowed down in recent months in due to the rise in interest rates, learned Friday, May 18 franceinfo.

The employers’ union proposes in particular the reduction of the deadlines for the issuance of building permits, for example by reducing the pre-emption periods of the municipalities. It also offers tax incentives for municipalities that build.

The union also wants the government to help individuals to access property, or to invest in real estate. It proposes to shorten the time between the promise and the final sale and to relax the conditions of access to real estate loans by taking better account of the heritage of borrowers, especially when they are old.

Measures for the energy renovation of housing

The CPME will propose to Elisabeth Borne to facilitate donations if the money is used to renovate a dwelling, in particular for insulation work and to create a special pre-financing system for the renovation, a kind of advance of funds by the State, which would act as guarantor and could recover its investment when reselling the property.

Finally, the union proposes the creation of a tax credit for moving expenses for professional mobility and asks that the income tax of low-income workers who agree to change region to work be reduced, or even cancelled.
