The Court of Auditors pins the RSA

6,193 RSA beneficiaries in Corsica in 2021

Created in December 2008 to replace the minimum integration income, the RSA is one of the instruments in the fight against poverty. Every year via local authorities, theState pays 15 billion euros to around 2.1 million beneficiaries who also need support to find a job. In its report, the Court of Auditors stresses that this objective has not been achieved with only 4% return to employment per month. 7 years after its creation, 42% of beneficiaries are still on the RSA

In Corsica, there was 6,193 RSA beneficiaries in 2021.

According to Bianca Fazi, the executive advisor in charge of health and social, the CDC is committing nearly €4,186,000 for:

• Funding for the operation of integration workshops and projects welcoming RSA beneficiaries (the State also finances these projects), funding provided over 3 years (2021-2023) by the CDC according to the commitment made during the previous mandate and which should be renewed at the end of 3 years.

• The financing of “assisted contracts” with associations, communities and within integration projects (all co-financed with the State)

• The financing of individual aid intended for RSA beneficiaries as part of their integration process in order to remove various obstacles: childcare costs, school canteen, driving licence, training, acquisition of equipment for the creation of ‘business

• Financing food vouchers intended for the brsa (the CAPs). In 2022, “sport and leisure” checks for the BRSA and their beneficiaries (children) should be developed.

• To finance services entrusted to associations within the framework of a market for health support (Cap emploi), psychological support (Isatis) and coaching.

All these actions are financed from the CDC’s own funds, without compensation from the State.

In France in 10 years, expenditure to finance the RSA has increased by 70.3% against revenues which have increased by 19.7%

The remaining charge for the departments in the financing of the RSA has been multiplied by 4
