the Council of State validates the requisition of student accommodation from the Crous during the Olympic and Paralympic Games

More than 2,000 students must be subject to temporary rehousing during the Paris 2024 Games. The Crous has guaranteed them “the renewal of the right of occupation” as well as “various aid”, underlines the Council of State.

The decision caused controversy, it was finally validated by administrative justice. The Council of State considered that there was no need to rule on the legality of the requisitions of student accommodation from Crous Paris, to accommodate the staff of the 2024 Olympic and Paralympic Games, in a decision rendered on Friday December 29.

The Ministry of Sports announced in May that it wanted to requisition more than 3,000 student accommodations in Ile-de-France, and the Regional Center for University and School Works (Crous) in Paris had for this purpose limited the occupancy leases of these accommodations to June 30th. But the Paris administrative court suspended this decision in summary proceedings at the end of August, as part of legal proceedings initiated by the Solidaires union.

Seized of an appeal by the Crous Paris, the Council of State considered that the very subject of the dispute is no longer effective, because the university residence admission campaign for the year 2023/2024 already provides for the end of the leases on June 30. The highest administrative court recalls that the Crous is legally justified in offering leases of less than one year to students, and can rent these premises during the period “to the State to house mobilized personnel” on the occasion of the Olympics and Paralympic Games in Paris.

“Various aid” guaranteed

The board of directors of Crous Paris also guarantees “the renewal of students’ right of occupancy” concerned as well as “various aid to compensate for the consequences of a change of accommodation and residence university”, underlines the Council of State – in particular an allowance of “100 euros” And “two places” offered to attend “Olympic events”. More than 2,000 students benefiting from Crous must be rehoused.

The Ministry of Higher Education “takes note of the decision of the Council of State and recalls that contrary to a persistent disinformation campaign, there was never any question of depriving a single student of accommodation during the Games”. Contacted, the lawyer for the Solidaires union was not immediately reachable.
