This Wednesday, March 27, the Corsican Assembly adopted the deliberation on the draft constitutional writing on the autonomy of the island. However, the question of normative power was rejected by almost the entire right-wing group.
Unsurprisingly, the Corsican Assembly adopted the deliberation on the draft constitutional writing on the island’s autonomy after several hours of debate.
Thus, the territorial elected officials decided, initially, on three “blocks”: the status of autonomy, the constitutionality block, i.e. the normative power, and finally the referendum, i.e. the consultation of the Corsicans. Everyone was then called to vote for a deliberation. The latter is an administrative act which will contain an acknowledgment of the elected officials and the detailed votes of each elected official on the three “blocks” previously mentioned.
Concerning the vote of the said “blocs”, the first, on the status of autonomy, received 62 votes for and one vote against; the second, on normative power, 49 for (including three right-wing votes), 13 against and one abstention and finally the third, on the referendum, 62 for and one against. Josepha Giacometti, a non-registered territorial elected official affiliated with the independence party Nazione, is the only one to have voted against all the blocs. The vote on the deliberation was adopted with 62 votes in favor and one vote against.
From now on, the members of the island strategic council will be received by the President of the Republic at the Élysée. Emmanuel Macron will then consult the political forces of the National Assembly.
Once this stage has been completed, the draft constitutional law will be developed and then presented to the Council of Ministers. The document will then be presented to the National Assembly and the Senate. Then, if it is adopted by both chambers, it will be submitted to Parliament meeting in Congress. To be adopted, a 3/5 majority of Congress is essential. If adopted, this step will ratify the draft constitutional law.
