Children victims of sexual violence are poorly protected in France, according to a report published on Wednesday October 27 by the Independent Commission on Incest and Sexual Violence (Ciivise). Moreover, when a mother, whose child reveals abuse on the part of her father, takes legal action, she can be accused of manipulation.

The finding is chilling. According to the report of the Independent Commission on Incest and Sexual Violence (Ciivise), published Wednesday, October 27, 22,000 incest victims are recorded each year in France, for only 700 convictions. For the Commission, this is proof that the procedure must be radically changed when a child claims to be the victim of sexual abuse. It therefore proposes, as soon as a complaint is filed, and throughout the investigation, to suspend parental authority as well as the visitation and accommodation rights of the prosecuted parent.

Regarding the complaint to the police station, the words of mothers must be taken seriously, which is rare. Caroline Bréhat, mother of an incest victim and psychoanalyst, took the measure. “Whenever you take the slightest step to protect your daughter, you find yourself in front of interlocutors who look at you, the eyebrows furrowed, in an atmosphere of total suspicion.“, she deplores. The Ciivise also proposes a suspension of criminal proceedings for non-presentation of a child during the investigation. Moreover, according to the Commission, in the vast majority of incest cases, the facts are False testimonies only represent 2% of cases.
