Should the territorial officials of Alsace Moselle catch up on Good Friday and December 26? An inter-union bringing together the CGT, the CFTC, FO, Solidaires and the FSU, ask, in an open letter, future deputies to position oneselfthree days before the first round of the legislative elections.

Harmonization provided for in the law

In the coming months, to comply with the law on the transformation of public life passed in 2019, all communities in Alsace-Moselle will have to increase the working time of their territorial civil servants from 1593 to 1607 hours per year. That is an increase of 14 hours.

The Alsatian macronist elected officials, who voted for this law, explain that there is no breach of local law which applies in Alsace-Moselle, since Good Friday and December 26 will remain public holidays for these agents. In a press release released in April, the deputies and the former minister Brigitte Klinkert explains that this represents three minutes of additional work per day worked.

We open Pandora’s box

“In fact these days will no longer be unemployed, as provided for by local law” replies Laurent Feisthauer, the departmental secretary of the CGT of Bas-Rhin. He does another calculation: “Fourteen hours a year, multiplied by the number of territorial agents in Alsace, that represents dozens of full-time equivalent positions saved. It’s strategic”.

For Jean-Martin Adam, president of the departmental union of the CFTC, making this change “It’s opening Pandora’s box. Subsequently, we risk seeing all kinds of private arrangements, solidarity days, anything is possible!”

By soliciting the deputies, the inter-union asks them to show clearly which way they lean on this harmonization. They also ask local elected officials to oppose it, who will be sued by the prefecture.

They also point to what they call contradictions of some elected officials. “The Macronist deputies are in favor of the exit of Alsace from the Grand-Est to take into account regional specificities. They will pay particular attention in the future to the attitude of the President of the European Community of Alsace (CEA), Frédéric Bierry, fervent defender of the exit of Alsace from the Grand-Est. And hope that he will position himself for the maintenance of this provision of local law for the more than 5000 agents of the CEA.
