After “ten months of consultations” according to the mayor Vincent Chriqui, but also several weeks of mobilizations of municipal agents opposed to its conditions of application, the reform of 1.607H was voted in the municipal council in Bourgoin-Jallieu this Friday evening. It must come into force in January and increase the working time of territorial agents, to bring it down to 35 hours.
Police to prevent city officials from entering
The CGT has affirmed it on several occasions: it is not opposed to this reform but in Bourgoin-Jallieu, it considers that the mayor does not respect the spirit of the law. As at the municipal council in November, municipal agents came to denounce the lack of agreement with Vincent Chriqui on the subject, but this time, security guards and police prevent them from accessing at the Halle Grenette.
This situation fueled the anger of the thirty demonstrators. “It’s illegal !” they shout several times before the mayor comes to meet them. One of the difficulties between municipal officers and Vincent Chriqui is thetook into account the arduousness. The reform provides that the recognition of arduousness may allow exceptions to working time for certain trades.
Difficulty at the heart of discussions
“The arduousness is a subject that we can discuss” assures the mayor. “The question is: are there any jobs in the community that are arduous in the sense that it would lead to derogating from the implementation of 1.607H? The answer is no.” Loud protests among the group of demonstrators, including officers who work in kindergartens or this maintenance worker who takes the mayor to task. “You come with me, at 5 o’clock, to sweep the streets, to pick up people’s shit and we’ll see!”
The left demands the withdrawal of deliberation
Despite the anger, the mayor returned to assure the municipal council and assured the elected officials that many meetings had taken place on the subject. Unconvinced, the left opposition demands the withdrawal of the deliberation to the applause of the demonstrators who follow the advice on the internet outside and lean their placards against the windows of the Halle Grenette.
Vincent Chriqui answers that the law obliges to vote the passage to 1.607 hours before the end of the year, it is thus done in spite of the opposition of the left. The CGT immediately announced that it was filing unlimited strike notice. The union has already challenged the prefect of Isère and ensures that it is ready to seek Amélie de Montchalin, the Minister of Transformation and the Public Service who carries this law.
The town hall believes that the implementation of this reform will cost him 250,000 euros, in particular to finance the compensation of municipal agents who will earn 2.4% more for a 2% increase in working time. Some will earn 150 € more over a year, those with more seniority will receive 75 € per additional day worked.
