Teachers eligible for retirement | The “incentive” of $12,000, really enticing?

(Quebec) The Federation of Teachers’ Unions, affiliated with the CSQ, doubts the success of the $12,000 offered by Quebec to encourage the 7,000 teachers eligible for retirement to stay at work full-time for one more year. Another measure already in force seems more advantageous for a retiree who decides to return to the network, according to her.


On September 21, 2020, the first year of the pandemic, the Legault government announced a “financial incentive to promote a return to teaching for retired staff”. On January 24, 2022, he announced that he is “perpetuated”.

This incentive consists in allowing a retired teacher – regardless of the date of departure – to return to work while receiving his full pension. He is then paid a remuneration according to the rate of the single salary scale at the step corresponding to his experience (thus the highest for most cases), rather than according to the usual rate of occasional replacement. . So that’s $460 a day, “nearly double the usual maximum pay,” as a government document points out.

The Minister of Education, Bernard Drainville, himself confirmed the existence of this measure on Thursday, during a press conference on the occasion of the inauguration of the medical education pavilion at the Hôtel -God of Lévis.

After 26 days of substitution, this teacher therefore obtains the $12,000 offered by the President of the Treasury Board, Sonia LeBel, while receiving his retirement benefits (equivalent to 70% of the average salary of the five best years).

That’s not all, adds the FSE-CSQ. The same teacher is entitled to another bonus of 7.89% payable on the salary which is usually contributory to the pension plan (RREGOP), i.e. the share of the employer’s contributions for the pension plan . Full-time, this bonus is equivalent to approximately $7,200 per year, still at the top of the scale.

The FSE-CSQ also mentions that the measure announced this week by Sonia LeBel comes very late. Several teachers have already made their decision to retire.
