We observe with deep concern the huge discrepancy between the government’s promise to end the use of fax (fax) in the health network by 2023 and the reality on the ground. In fact, we still observe that nearly 80% of healthcare communications are still done by paper.
We therefore already know that the end of the fax in the network will not be realized in 2023. The government must nevertheless continue its technological transition in health and would do well to set up a real information management strategy to avoid major pitfalls.
As an association representing medical archivists in Quebec, we maintain that it is imperative to set up an effective electronic communication system to gradually eliminate the use of fax.
This measure would greatly facilitate the exchange of information between the various players in the health network and would contribute to better coordination of care.
For example, it is alarming to note that, in certain health establishments, the fax is still widely used for communication between different floors, simply because the numbers are already pre-programmed, making this method more convenient than emailing.
To do this, a strategic approach to information management during any technological change will be necessary. We cannot ignore the major pitfalls that can arise if we do not adopt a comprehensive and well-planned vision of this transition.
In February 2023, we had the opportunity to present our concerns during a parliamentary committee on health information, highlighting the importance of medical archivists in contributing to the success of the digital shift of the health and social services system. We pointed out that the modernization of the health data information system is essential to allow patients to transmit complete medical data concerning them to health professionals and managers, in real time.
The Association of Health Information Managers of Quebec (AGISQ) wishes to remind the government of the urgency of reforming the profession of medical archivist in order to effectively support this technological transition in the health sector. Indeed, it is essential that our medical archivists be adequately trained and prepared to ensure the smooth running of this transition and maintain fluid management of medical information.
Investments needed
To truly modernize the health care system and improve the flow of medical information, it would take an annual investment of 2 billion dollars for 10 years to set up one of the most efficient computer systems in the world. This differs significantly from the $700 million originally planned by the government.
We would also like to point out that, although pilot projects for the Digital Health Record (DSN) – which aims to improve the efficiency and security of network infrastructures – are underway at the CIUSSS du Nord-de-l’Île- de-Montréal and the CIUSSS de la Mauricie-et-du-Centre-du-Québec, it will be several years before this initiative is rolled out to the entire health network.
Finally, the government must take concrete steps to end the widespread use of fax in the domain of health. It is time to act to modernize our health system and promote better coordination of care. AGISQ is ready to work in collaboration with the government and all stakeholders to achieve this vision and offer Quebecers health care that is more efficient and adapted to the challenges of the 21st century.e century.
