Sustainable substitute for health employment agencies

Under the Law limiting the use of the services of a personnel placement agency and independent labor in the health and social services sector, certain health establishments will not be able, in the short term, to meet the needs for health personnel, which jeopardizes the continuity of services and access to care for the population. We are also talking about an “unprecedented crisis” for the CISSS de la Côte-Nord, where 20 doctors in the region are sounding the alarm.

Faced with this worrying reality, it is imperative to explore sustainable alternative solutions to guarantee equitable access to quality health care throughout Quebec. In this regard, the establishment of a public assistance system similar to that already in force for doctors seems an interesting solution.

Indeed, Quebec already has a replacement system for doctors to meet urgent health workforce needs in remote or underserved regions. This system, through the Régie de l’assurance santé du Québec, offers an effective and transparent solution to ensure continuity of health services within all health establishments in the province.

By extending this model to nurses, it would be possible to address current nursing staffing gaps and ensure equitable access to health care for the entire population. Such a system would make it possible to better control costs, ensure more efficient management of human resources and improve the quality of care by promoting better coordination between health establishments.

It is time to act to put an end to excessive dependence on health placement agencies by establishing a public relief system that meets the real needs of the Quebec population and not for the benefit of entrepreneurs who own placement agencies. Key players in the health network are called upon to work together to make this proposal a reality and to guarantee a more efficient and equitable health system.
