The reform was announced by the Minister of Health Olivier Véran in September 2021. Contraception until now free for minors is also becoming so for women aged 18 to 25 years. Olivier Véran then evoked an annual effort of 21 million euros for the State for 3 million young women concerned.

But the scale of the measure is less important than it seems. Of course, women aged 18 to 25 who do not have a mutual health insurance will no longer need to pay for the part of contraception that is not reimbursed by health insurance, which is generally 35% of the costs. No more need to advance the costs to the doctor, which sometimes represent an obstacle to the consultation. But this progress is considered too timid by several associations since all contraceptions are not concerned.

“From the moment we give people the choice, they will not necessarily choose the pill”

Only certain pills, the implant, and the IUD (already partially covered) become free for those under 25. However, they are not suitable for everyone, notes Sarah Durocher, the co-president of family planning, where minors obtain the contraception of their choice free of charge: “We have young underage women who will choose the vaginal ring for example or the patch, because it is not too intrusive and it corresponds to their rhythm of life. But sometimes at 18, they stop using the method of contraception they had chosen because it is not financially sustainable “.

The same problem arises for some anti-acne pills that are not reimbursed and cost around ten euros per month. The reform therefore fails to correct this break in contraception, for young women who do not have the means.
