Sexual assaults on several children | Police are looking for other victims of an ex-clown

Police are looking for other potential victims of a former children’s party clown already convicted in the 1990s of sexually assaulting three children. Julien Bouchard was recently accused of having attacked two other children at the same time, increasing his potential victims to five.

“The Longueuil Agglomeration Police Service (SPAL) believes that it is very possible that the accused committed illegal acts of a sexual nature towards other victims of minor age in the Longueuil agglomeration or elsewhere in Quebec,” says the police force in a press release published Tuesday.

Investigators attached a photo from the time of Julien Bouchard, now 64 years old.

The SPAL press release says nothing about Julien Bouchard’s activities in the 1990s. But according to our information, at that time the man was increasing the number of jobs that could put him in contact with minors. He notably acted as a clown for children’s parties, a singer in religious celebrations and a kayak guide.

He pleaded guilty to several counts of sexual interference in June 1999 at the Salaberry-de-Valleyfield courthouse for assaulting three children. His victims were the children of friends or relatives. He was sentenced to six months in prison and two years’ probation, according to information in the computerized docket.

Then in January 2024, Julien Bouchard was charged with four counts of sexual assault and sexual contact with two children under the age of 14. The facts allegedly occurred between 1996 and 1998 in Saint-Bruno-de-Montarville. The two little girls were children of his entourage.

As part of his release conditions, Julien Bouchard will not be able to be in contact with minors or use the internet. He will also be prohibited from being present in a park or a place frequented by children, or from occupying a position that could allow him to be in a position of authority with children.

The case will return to court next March at the Longueuil courthouse.

The SPAL invites any potential victim or anyone with information about Julien Bouchard to contact the police force at (450) 463-7211.
