In the heart of Mont-Saint-Aignan (Seine-Maritime), on Place Colbert, some traders have been complaining of incivility for several years. “We saw a lot of young people aged 10 to 15 who were impertinent, never violent, but who stood their ground”says Cédric Thirel, director of the Colbert bookstore. For the moment, two to three young people would be affected by a call to order. It does not provide for any criminal measures, but a formal interview carried out by the mayor of the municipality. The announcement of the use of this call to order is rather well received by residents.

A tool that is primarily intended to be preventive

Mont-Saint-Aignan has not experienced an upsurge in violence, but the tool, made available to municipalities since 2007, is primarily intended to be preventive. “This is to prevent young people in particular from drifting towards more serious delinquency”, explains Thomas Soulier, deputy in charge of security and public peace. It is also a way for the town hall to direct families towards more personalized support based on their needs. The prosecution may, for its part, reserve the right to prosecute the perpetrators.
