Moscow sets its conditions. Russia unveiled on Friday, December 17, treaty proposals to drastically limit American influence and that of NATO in its neighborhood. These documents are published against the backdrop of growing Russo-Western tensions around Ukraine, a country neighboring Russia. The two texts provide in particular to prohibit the United States from establishing military bases in all the countries of the former USSR that are not members of NATO, and to use the infrastructures there. “for any military activity” and even “develop bilateral military cooperation” with these states. All the members of the Atlantic Alliance would commit to never enlarging NATO and not to carry out any “military activity on the territory of Ukraine and in other countries of Eastern Europe, the South Caucasus and Central Asia”.
