The Head of State was visiting Hérault on Thursday. He made announcements there to “continue the transformation of the public school”.
“A school that changes.” Emmanuel Macron announced, Thursday, April 20, a “unconditional rise” salary of 100 to 230 euros net monthly for teachers. During a trip to Hérault, he spoke with teachers, students and parents of students, discussing several changes for the start of the school year in September 2023. The Ministry of Education then published details on these developments, in favor of “the success of our students and the recognition of our teachers”, argued Minister Pap Ndiaye. An increase in teachers’ salaries
These announcements had been awaited for several weeks by the educational community. As mentioned in June 2022 by Pap Ndiaye, the ministry confirmed on Thursday that all teachers would be paid more than 2,000 euros net per month, upon their tenure. The increases will include a share paid to all and a share for teachers who accept new assignments on a voluntary basis.

The “base” revaluation, unconditionally, from September, will be for all career levels and included “between 100 and 230 euros per month” net, explained Emmanuel Macron. In detail, the allowances received by all teachers for student monitoring (parents’ meetings, class councils, etc.) will be “doubled”said the Ministry of Education.
The attractiveness bonus will be revalued for the first 15 years of career. Trainee teachers will now receive it, bringing their salary increase to 160 euros net per month. The passage to the second grade of the career (the “hors classe”, after 20 years) will also be facilitated (5,000 additional promotions from 2023). Access to the third grade (“exceptional class”, after 25 years of career) will also be facilitated and expanded (3,000 additional promotions in 2023).
The other part of the increase in remuneration will be linked to new missions and based on voluntary work, within the framework of the “pact” offered by the government to teachers. This part “will allow teachers to receive up to 500 euros [net] per month more in total, said the Head of State (amount for professors at the start of their careers who will engage in three complementary missions, according to the ministry).
This idea, raised during Emmanuel Macron’s presidential campaign a little over a year ago, was greeted with circumspection on the ground, and all the trade union organizations slammed the door of negotiations in March, refusing the “Work more to earn more”. Better student support
Several accompanying measures will be put in place at the start of the school year. The support will be “reinforced” for struggling students in primary school. Then, in sixth grade, “weekly sessions of support or deepening in French or mathematics and support workshops for personal work (Homework done)” will be mandatory. THE “success courses during school holidays”, that already exist, will also be offered in greater numbers to volunteer families. These missions will be remunerated within the framework of the “pact”.
Faster replacement of absent teachers in secondary education
“Throughout the year, middle school and high school students lose dozens of teaching hours, in particular due to short-term absences that have not been replaced”, deplores the ministry in its presentation document. Faced with this observation, Emmanuel Macron promised, during his televised address on Monday evening, a “systematic replacement of absent teachers”. Worksite “ultra priority” for the ministry, from the start of the school year, short-term replacements in college and high school will be part of the voluntary missions offered which will give rise to additional remuneration within the framework of the “pact”.
Pap Ndiaye explained on France Inter on Friday that he was counting on “a small third of volunteer teachers” to make these replacements and specified that it was the absence, and not necessarily the subject taught, which would be replaced. “We are developing software to enable schools to instantly know who is available to replace a teacher”, assured the minister. This system will be put in place at the start of the school year, “to be systematic from the end of September and in the course of autumn”he specified, “the time for things to fall into place, for the teachers to sign their assignment letter, to signal their willingness. We will put in place a certain number of technical and IT resources to ensure that this happens in the most harmonious way possible.”
Regarding the replacement of absences in the first degree (nursery and elementary), “it’s less crucial”, said Pap Ndiaye. The ministry, however, said on Thursday that the “replacement brigades” (substitutes intervening in a department, for more or less long durations) would be increased “400 positions for the start of the 2023 school year, at this stage”.
An incentive to convert to teaching
In its presentation document, the ministry also highlights “improved prospects for people who wish to retrain during their professional life” to turn to teaching. From the start of the school year in September, previous professional experience will be given greater consideration during the entrance examinations. If, since 2022, they were taken into account “up to two-thirds of their duration to determine the starting step” and remuneration, for a candidate with five years of experience in the private sector, it will now be the same for less experienced candidates or those coming from the public sector.
Better communication on measures against harassment
