Housing construction is in trouble. The decline has been continuous for five years, particularly in the big cities. Mayors grant building permits bit by bit.

Construction projects are struggling to get off the ground in France. Mayors are reluctant to unblock construction sites. In Bailleul in the North, the city has canceled three collective housing construction sites in two years, very often with the blessing of local residents. “It’s quiet Bailleul, so I didn’t see why there was going to be this new construction ofbuildings”, admits a resident. The city also wishes to preserve nature and limit concreting.

An environmental issue more and more at the center of the table, especially since the mayors are worried about their finances. Indeed, the abolition of the housing tax means less tax revenue. To encourage construction, the State has undertaken to pay aid to municipalities of 1,500 euros per dwelling.
