“Rabbit tax”, direct access to specialists, MonSoutienPsy… Gabriel Attal announces new measures for the health system

The Prime Minister notably raised the question of a tax for all missed appointments with doctors.

Its objective is to “prepare for the future and obtain rapid and concrete results for the French” about the health system. Two months after having outlined his roadmap to facilitate access to care, Gabriel Attal made several announcements for this sector, Saturday April 6, to several newspapers in the regional daily press, including The Parisian And The Dispatch. A “rabbit tax” of five euros per medical appointment not honored

The Prime Minister wants in particular to encourage a “accountability mechanism” patients, in order to combat unfulfilled appointments. This mechanism, which he discussed during his general policy declaration at the end of January, will be put in place “by the law”he announces. “Concretely, the caregiver will give their bank imprint, either to the professional or to the appointment platform. If the patient does not come to their appointment, without 24 hours’ notice, the doctor will be able to debit it in the amount of five euros as a penalty for the rabbit that was thrown at him.” No date of entry into force of this measure has been announced for this year.

A simplification of several medical procedures

With the desire to “simplify to free up medical time”, the government wants to permanently simplify 16 medical procedures. For example, from June, pharmacists will be able to directly prescribe daily antibiotics for tonsillitis and cystitis. At the same time, “the optician will be able to directly adapt the correction if it turns out that it is not suitable for testing the glasses”.

As part of an experiment launched for one department per region, from June, it will also be possible to make an appointment with the physiotherapist “without going to the doctor first”.

More places in second year of medicine

Since the end of the numerus clausus, enacted at the start of Emmanuel Macron’s first five-year term, the number of places in the second year of medicine has increased. The Prime Minister announces a further increase in the capacity of this course, with “12,000 places in 2025 and 16,000 in 2027”at the end of the five-year term.

An “emergency plan” for permanent care

The government is launching a “emergency plan” to offer on-call doctor solutions to the four million French people who do not have them, in the evenings and on weekends. He “is based on financial assistance and the responsibility of doctors to provide ongoing care throughout the territory: so that every French person has a doctor on call less than 30 minutes from home, in the evening and The week ends”.

A simplification of the MonSoutienPsy system

From June, the specialized MonSoutienPsy system will be modified, as he suggested at the end of January. More sessions will be reimbursed (twelve compared to eight currently), the session will be increased in value (50 euros compared to 30 euros currently) and patients will be able to go directly to the psychologist without going through a health professional.
