Quebec will change its laws to enhance Quebec content on online platforms

Now that he has obtained the green light from an independent group of experts, the Minister of Culture, Mathieu Lacombe, is ready to legislate to increase the share of Quebec content on online platforms like Netflix. He pledged on Wednesday to table a bill to this effect.

“We are going to go all out, because we have the means to achieve our ambitions,” said the elected CAQ representative, visibly satisfied with the recommendations contained in a report made public earlier in the morning on “the cultural sovereignty of Quebec in the digital age.

In this document, four experts, including former PQ minister Louise Beaudoin, concluded that Quebec does indeed have the power to regulate French-speaking content on the platforms of digital giants, such as Netflix or Spotify. They also argue that “the establishment of quotas for original French-language content could possibly be considered”.

“As for the details of the bill that we are going to table, I will not give them to you today. We are working on that,” said Mr. Lacombe, without giving a precise timetable, on Wednesday.
