Quebec will ban the sale of vaping products with a flavor

The government of Quebec announces Wednesday that it will modify a regulation to better regulate vaping, with the aim of prevention and promotion of health and healthy lifestyles, in particular among young people.

Quebec thus plans to prohibit the sale of vaping products with a flavor or aroma other than those of tobacco, as is the case for tobacco products. It will also limit the maximum nicotine strength of all vaping products to 20 milligrams per milliliter.

In addition, the new regulations will restrict the capacity of tanks and capsules to 2 milliliters and the maximum volume of vaping liquid refill containers to 30 milliliters.

A framework will also be implemented for certain characteristics of vaping products, in particular those that can make them attractive to young people.

The Minister of Health, Christian Dubé, and the Minister responsible for Sports, Recreation and the Outdoors, Isabelle Charest, affirm that this draft regulation follows the recommendations of the special intervention group on vaping, composed in particular of representatives various government departments and agencies, the National Institute of Public Health (INSPQ), clinicians and public health directors.

Data cited by the Government of Quebec show that the use of vaping products among young people is on the rise. The proportion of young people who vaped in the 30 days preceding a survey has quintupled in six years, from 4% in 2013 to 21% in 2019.

The changes will require an amendment to the Tobacco Control Act regulations. Publication of the regulations will be followed by a consultation period over the next few weeks.
