Union and corporatist reactions to the Dubé reform sadly vindicate this radical finding of the Commission of Inquiry into the Quebec Health System, known as the Rochon Commission (1988). In the summary of findings and recommendations, we read: “This assessment of the evolution of the last two decades leads the Commission to conclude that the system [de santé du Québec] is held hostage by interest groups and pressure groups, otherwise legitimate and necessary in any democratic and pluralistic society. » (Rochon Commission, page 4 of the summary.) Taken hostage, it is exactly that: the union leaders are taking Quebec hostage. And the opposition parties skate behind them.
