The government concretized on Wednesday its desire to implement a system of anti-reconciliation bracelets by tabling a bill to this effect.
Public Security Minister Geneviève Guilbault introduced Bill 24, which proposes to amend the Corrections Act “to include the power to require that an offender be tied to a device to know where it is”.
The legislative text proposes that anti-reconciliation bracelets be used in cases where a person in social reintegration is subject to conditions such as “that of refraining from communicating with a person”, “from entering a place or a geographical area or from leave him “.
The bracelets could also be used during authorized outings or during parole, in particular. Judges, but also members of the Quebec Conditional Liberation Commission and directors of prisons could impose the wearing of this device.
Minister Guilbault announced in December her intention to implement a system of anti-relationship bracelets to protect victims of domestic violence, starting in the spring.
The device usually consists of an ankle bracelet and a case imposed on the offender, as well as a second case given to the victim. When the two devices are at a certain distance, in a so-called “pre-alert” zone, the authorities and the offender are notified.
