Both complain of the lack of availability of Quebec to negotiate, while Quebec blames the unions for the same situation, because they do not want to participate in its discussion forums, in parallel with the negotiation.
The common front, which includes the CSN, the FTQ, the CSQ and the APTS, has so far held four days of negotiations at the central table, he said on Friday. The union demands of the common front had however been filed in October and the government offers on December 15.
