In Bill 190, which is unlikely to be called for study by Quebec, the PQ proposes to give more teeth to the modernization of Bill 101 in order to reverse the decline in the use of French. The party’s spokesperson for the French language, Pascal Bérubé, will detail the proposed measures during a press briefing on Thursday.

Among other things, the bill proposes to apply Bill 101 to CEGEPs, which would have the effect of limiting access to Anglophone CEGEPs for Francophone or allophone students. The PQ also proposes that Anglophones who attend an English CEGEP be subjected to a uniform French as a second language test in order to obtain their diploma.

The PQ bill plans to withdraw bilingual status from municipalities where less than a third of the residents are native English speakers. The Legault government’s Bill 96, the detailed study of which will begin this fall, provides that cities that do not have 50% or more English-speaking citizens will lose their bilingual status, unless they pass a resolution in council. municipal to keep it.

With regard to immigration, Bill 90 provides that all economic immigrants selected by Quebec must demonstrate an intermediate level or higher in knowledge of French in order to obtain their selection certificate. In terms of work, the PQ proposes to prohibit companies from requiring knowledge of a language other than French when hiring “unless it demonstrates […] that participation in the usual activities related to the job or position requires such knowledge and […] that the accomplishment of the task also requires such knowledge ”.

In terms of culture, the PQ proposes to establish an “Office for the promotion of Quebec content”, whose mission would be to “promote Quebec creations to companies that transmit or retransmit digital content online”. The bill also provides for the creation of an advisory committee on the creation of a Quebec Broadcasting and Telecommunications Council, in order to regulate the activities of broadcasting and telecommunications companies in Quebec.
