The families of road accident victims have been waiting all day for the announcement ofElisabeth Borne. As reported BFM TVshe was to speak this Monday, July 17, 2023 during an Interministerial Road Safety Committee to announce the replacement of the term “manslaughter” committed on the road by that of“road homicide”. This announcement has indeed been made, but that is not all.
In recent months, the subject has been put back on the table, especially since the accident of February 10, 2023 involving Pierre Palmade. The Prime Minister also announced other measures aimed at getting “tougher” on traffic offenders, including the future suspension “automatique” driver’s license in the event of driving under the influence of narcotics, like our colleagues from France Inforelayed it. For his part, the Minister of the Interior, Gérald Darmanin, believes that drivers under the influence of narcotics “are responsible for one in five accidents”.

A changing driver’s license
Elisabeth Borne assures that the government intends to be “intractable” And “Seriously punish addictive behavior”. Indeed, it confirms the creation of the offense of“road homicide”thus detaching it from other homicides and involuntary injuries. “We separate her from the other manslaughters and involuntary injuries”said for his part Eric Dupond-Moretti, the Keeper of the Seals, adding: “so that this offense is specific”. Matignon also specifies that the new appellation “does not change anything in terms of repression but it has a strong symbolic dimension”.
It remains to be seen whether these decisions will satisfy Yannick Alléno. The chef, who lost his son Antoine on May 8, 2022 after being mowed down by a driver, was questioned by BFM TV this Monday July 17, 2023 before Elisabeth Borne speaks. At the microphone of our colleagues, he expressed his need, shared by the families of the victims, to see a “autonomous offence”distinct from manslaughter, be implemented.
Indeed, according to the leader who discovered his deceased son on the sidewalk, preliminary acts such as taking drugs, illicit substances or heavy alcohol consumption before driving are voluntary. It is therefore essential, in his view, to recognize an autonomous offense in order to take into account the victims and the co-victims.
