Police abandon Scribe, software project to write complaints, fiasco amounts to nearly 12 million euros

The Ministry of the Interior has officially abandoned the extension in police stations of the “Scribe” software allowing complaints to be drawn up, after four years of work, reveals France Inter on Sunday 31 October. The bill for this digital fiasco amounts to nearly 12 million euros.

“Scribe” was born on November 9, 2017, to replace the current complaint writing software (LRP) which is obsolete, not very intuitive and constitutes a real foil for agents. The new project was launched quickly: its name was the subject of an internal idea competition, a contract was made with the company Capgemini to develop it and, for the first time, field investigators were associated with the project.

But, after two years, the project manager left the service provider with half of his team. After three years, so last year, Capgemini carried out an audit which concluded that the project was going straight into the wall.

According to information from France Inter, the Ministry of the Interior has no possible legal recourse. He took over the file and will issue a new call for tenders soon, with the aim of having new complaint writing software in 2024.
