During his press review on Friday, Paul Arcand comments on the report by the Public Protector, Marc-André Dowd, which notes a dehumanization of public services, particularly in health.
There is a kind of obsession with only looking at the protocol, the established rules and not deviating from them. Otherwise, you will get your knuckles rapped. If you follow the protocol and the person dies, you have no problem, but if you make a small breach of the procedures, of the protocol and the person gets better, you expose yourself to being scolded and reprimanded.

In his report, Mr Dowd cites numerous cases of abuse, often linked to poor staff training, and also deplores interminable delays by certain sectors of the government apparatus in responding to citizens’ requests.
The Québec Ombudsman processed a record number of requests this year: nearly 25,000 compared to 22,000 last year.
