Federal Transportation Minister Omar Alghabra said in a Twitter post that they had been fined up to $5,000 for their actions on the Dec. 30 flight from Montreal to Cancun.
He indicates that five of the cases involve the non-respect of the rules of vaccination and another the absence of the wearing of the mask.
Transport Canada has issued a dozen penalties in total so far and says more are expected.
Videos of the charter shared on social media showed maskless and nearby passengers singing and dancing in the aisle and on seats as liquor bottles change hands, and some vape or take selfies.
The Department of Transport launched an investigation on January 4 to determine whether the travelers violated laws or regulations relating to aviation safety and security.
