“Our compensation rules must take into account the situation of the labor market”, insists the Minister of Labor Olivier Dussopt, in an interview with the newspaper Le Parisien, published on Tuesday July 26. After Emmanuel Macron’s call to reform unemployment insurance “from this summer“, his minister gives the first lines of thought for the government, before discussion with the social partners from the start of the school year.
It’s necessary “go further” with regard to the reform of unemployment insurance, details Olivier Dussopt, and taking into account the economic health of the country to calculate the rules of compensation “as does, for example, Canada.” In this country, the amount and duration of the benefit depend on the unemployment rate of the province where you live: “when things are going well, we tighten the rules and when things are going badly, we relax them”explains the minister.
A discussion with the social partners at the start of the school year
“Areas can be opened, on the duration of compensation and its decreasing nature. These parameters will be discussed within the framework of the consultation”, explains Olivier Dussopt. As for the criteria that would make it possible to change these rules, he believes that this could pass “either by criteria, such as the number of consecutive quarters with an improvement in employment, or by a committee that gives us an opinion”the terms not being “not stopped”.
These avenues will be discussed at the start of the school year with the social partners: “There is an urgency: that the unemployment insurance reform, decided in 2019 and implemented in 2021 due to Covid-19, sees its rules extended. They expire on November 1, 2022.insists the minister.
