Will doctors have to obtain authorization to set up in certain regions? According to information from France Inter, a transpartisan group of nearly 200 deputies will table an amendment on Thursday, June 8 to regulate the freedom of installation of doctors, to modify the majority bill aimed at “improving access to healthcare “which must be debated by the deputies in session, from Monday, June 12.

The amendment to be tabled on Thursday by the socialist Guillaume Garrot provides that any new installation of doctors or dental surgeons will be subject to the authorization of the Regional Health Agency (ARS). According to this text, in an under-resourced area, the authorization will be issued by right for any new installation. On the other hand, in a well-provided area, the authorization will be issued only if the installation follows the cessation of activity of a practitioner practicing the same specialty in this territory.

Inspired by the installation rules of pharmacists

A regulation of the freedom of installation of doctors which arrives after the adoption on Wednesday in the Social Affairs Committee of the National Assembly of the text tabled by the Horizons and Renaissance groups, for the “territorial commitment of health professionals”. It aims to “respond to territorial inequalities” in the distribution of doctors but does not provide for any measure of obligation to settle in the least well-endowed territories in order to fight against medical deserts.

This amendment, supported by right-wing elected officials up to the Insoumis, passing by majority deputies against the government’s opinion, is an essential coercive measure to fight against medical deserts, justifies the transpartisan working group, inspired by the rules in force for the installation of pharmacists. “The measure aims to direct the installation of health professionals towards areas where the offer is the least dense by adjusting the principle of freedom of installation, which continues to prevail”recall the deputies.
