The devastating report of the Québec Ombudsman on the granting of subsidies to the Ministry of Education did not target the former Minister of Education Sébastien Proulx, but only the work carried out by civil servants.
“There is no unfavorable finding targeting Mr. Proulx or any other political actor,” declared the Québec Ombudsman Marc-André Dowd at a press briefing on Thursday.
The irregularities denounced in the report targeted the civil servants who must process the requests for subsidies before they are transmitted to the minister, he explained, speaking of the “interface” between the administrative and the political.
This is why the investigators of the Protector had not seen fit to question the former minister Sébastien Proulx, also mentioned Mr. Dowd.
On November 18, the Québec Ombudsman denounced, in a report, a serious case of favoritism in a department that it had not initially named. We later learned that it was the Ministry of Education and that the events dated back to when it was headed by Liberal Minister Sébastien Proulx.
