medical deserts, AME, complementary health… What are the proposals of the main parties in terms of health?

Until the first round of the early legislative elections, which is held on June 30, franceinfo details the programs of the main parties in the running and we are interested, Wednesday June 26, in health issues. Un theme that concerns the French and gives rise to fairly divisive proposals from both sides.

Fight against medical deserts

Everyone has their own solution to medical deserts and it is indeed quite divisive. In particular this proposal from the New Popular Front: regulate the installation of doctors to fight against these medical deserts.

In short, force them to go where there is a shortage of doctors. He’s a red flag in the profession. How to constrain them is not specified in the program. The left-wing parties had submitted an amendment to the Assembly last June to make the installation of a newcomer in areas oversupplied with doctors conditional on retirement, the amendment was rejected.

The other parties advocate financial incentives rather than constraints. The National Rally proposes, for example, to adjust remuneration according to the location of installation: we are better paid in under-resourced areas. But the shock measure carried by the party boss, Jordan Bardella, is the income tax exemption for retired doctors and nurses who return to service, starting this summer. This already exists in part since retired doctors can combine employment and retirement while being exempt from social security contributions: more than 20,000 retired doctors benefit from this.

The RN which returns to the charge on the abolition of State medical aid. The National Rally wants to replace the AME, which allows undocumented immigrants to be treated, with aid that would only cover “vital emergencies”. A positioning in opposition to the New Popular Front which wants to guarantee access to this AME which should cost the State 1.2 billion this year.

The question of the cost of care

The majority did not make many new proposals in terms of health, except this additional one euro per day. An additional one at 30 euros per month for those who do not have coverage. This would concern retirees, students and the self-employed. This proposal amounts in fact to broadening the formula “participative” complementary solidarity health insurance which already exists and which you pay according to your age from 8 euros to 30 euros per month. This will therefore not necessarily be more advantageous.

To reduce the cost of care for the French, the New Popular Front wants to condition the opening of private establishments on the guarantee of zero out-of-pocket costs for the patient. This presupposes an end to excess fees by doctors who work in these clinics.
