Parity also concerns advisers. Matignon called on the ministers newly appointed to the government to respect a parity of at least 40% in their cabinets and to appoint women to management positions. “In the cabinets of newly appointed ministers, you will ensure (…) respect for a balanced proportion of men and women”requires Elisabeth Borne’s chief of staff, Jean-Denis Combrexelle, in a circular dated Thursday July 20 that AFP obtained.
Recalling the brand new law which strengthens women’s access to responsibilities in the senior civil service, he asks the ministers who remain in place to “continue not to make any appointments that would aggravate the gap to the parity target”in this circular revealed by The Parisian. Same instructions for new arrivals in the continuation of their functions.
Parity respected in government
The law of July 19, 2023 sets an objective of parity in ministerial cabinets by January 1, 2026. Adopted by Parliament at the beginning of July, it brings to 50%, against 40% currently, the rate of people of each sex who must be appointed to a first senior or management job. The provision will come into force in 2026 in the State civil service and the hospital civil service, and as soon as the deliberative assemblies of the communities are renewed.
The new government respects the balance with 41 members, 21 women including a Prime Minister and 20 men. Only Catherine Colonna, however, occupies a sovereign position and they are only six full-fledged ministers for ten men.
