It seems clear that the public education system in Quebec is in difficulty, not to say in crisis. At the same time, it seems reasonable to believe that the financial resources of the Quebec government are limited and that other areas such as health and housing require investments.
It would therefore be wise to operate from the overall budget currently allocated to education, namely that of the public and private networks.
Thus, it is proposed to gradually reallocate, in the next three budgets of the Government of Quebec, the subsidies currently intended for the private education system, towards the public system, and more specifically the commitment of specialists assigned to children with various learning problems.
In the first year (year 1), the previous year’s budget directed to the private system would be halved. In the second year, the year 2 budget would be the year 1 budget halved. In the third year, the year 3 budget would be the year 2 budget halved. In the fourth year, there would be no more subsidies allocated to the private network.
The private education system and the parents of children sent to this system would therefore have three years to adapt to the new situation.
During this time, the public system would benefit from additional and recurring human and financial resources to improve the quality of education and thus promote the retention of teachers and specialists, who would find better working conditions there, and that of children, who would find better learning conditions there.
