“It’s demagogic and irresponsible”, reacts Sunday on franceinfo Pierre Hurmic, mayor (EELV) of Bordeaux. Laurent Wauquiez, the president (LR) of Auvergne-Rhône-Alpes announced his region’s exit from the “zero net artificialization” (ZAN) system. Guest of the congress of the Association of Rural Mayors of France, he criticized a law “ruralicide”.
>> Artificialization of soils: towards an unraveling of the government’s objectives?
“It’s really demagoguery on all levels,” repeats ecologist Pierre Hurmic. “They say that ecology is punitive ecology, which is false. It is non-ecology which will be extremely punitive in the years to come”, he continues. If it is not “not surprised” of this decision by Laurent Wauquiez, he regrets “this type of very short-term policy” because she “Prepare for days that will be extremely hard.”
The mayor of Bordeaux quotes the Secretary General of the United Nations, Antonio Guterres, who declared on November 7, 2022: “We are on the road to climate hell and we have our foot on the accelerator.” A message that “is aimed at people like Laurent Wauquiez”, who is “an excellent example of those who have one foot on the accelerator”tackle Pierre Hurmic.
Every year in France, the equivalent of nearly 5 football fields per hour are consumed by urbanization
He recalls that the city of Bordeaux has “decreed zero artificialization”. The municipality has stopped construction and urbanization programs “which were planned” because “we need urban green spaces, they are our best allies, our best air conditioners to withstand scorching summers”. The councilor emphasizes that “These are not easy decisions to make” but the city of Bordeaux “did it and it works”.
The “zero net artificialization” system aims to stop the concreteization of soils by 2050, at less than “renature” equivalent surfaces. The Ministry of Ecological Transition specifies that there is “an intermediate objective of halving the consumption of natural, agricultural and forest areas” by 2031 compared to the period 2011-2021.
The Ministry of Ecological Transition specifies that “over the previous decade, 24,000 hectares of natural, agricultural and forest areas were consumed each year on average in France, or nearly 5 football fields per hour. All territories are concerned: but in particular 61% of the “consumption of space is observed in areas without real estate tension”.
