Over the last forty-eight hours, Justin Trudeau has begun to unveil elements of the budget that Minister Chrystia Freeland will present on April 16 in Ottawa.
Normally, governments carry out a campaign on the ground after the budget presentation and not before. Is the government violating the parliamentary privilege of MPs? The question is valid.
After two announcements, the tone is set. Justin Trudeau puts both feet in areas of provincial jurisdiction: housing and childcare services.

It’s not just Justin Trudeau making announcements. For example, on Wednesday, around ten ministers made mirror announcements across the country.
Clearly, liberal strategists want the budget to move the needle in voting intentions. Because for eighty-four consecutive polls, the Conservatives have been ahead of the Liberals by fifteen or eighteen points.
So the Liberals are ready for anything. Mobilize the entire council of ministers as well as encroach on the sandbox of the provinces. The marriage with the NDP and the recent renewal of vows means that Justin Trudeau, who is already a centralizer, is increasingly trying to manage the provinces in their place.

On the one hand, the Quebec Liberal Party is looking for a new leader. On the other hand, Justin Trudeau really likes to talk about issues, which should normally be discussed and managed in the National Assembly.
Thus, one can wonder if the PLQ would not be a place of choice for the Canadian Prime Minister. Once in the National Assembly, he could talk about daycare, dental insurance, drug insurance and housing without any problem.
That probably won’t happen. But, let’s say that a fight between Denis Coderre and Justin Trudeau for the leadership of the PLQ would not be boring.
